South NJ Region

The NJ Division of Highway Traffic Safety offers, on an annual basis, federal grant funding to agencies that wish to undertake programs designed to reduce motor vehicle crashes, injuries, and fatalities on the roads of New Jersey. Municipal, county, state government and law enforcement agencies, as well as non-profit organizations, are encouraged to apply for NJDHTS grant funding to address specific, local traffic safety issues.

Timelines and Deadlines
  • NJDHTS grants operate on the Federal Fiscal Year
  • FY2021: October 1, 2020 – September 30, 2021
  • Grant application deadline for FY2021: April 30, 2020
  • Grant application review, scoring, revisions, and recommendations: May-June, 2020
  • Grant rejection notification: July/August, 2020
  • Formal approval: TBA based on the receipt of federal funding

When completing an application for a non-mobilization grant, the narrative should state the specific safety problem as well as providing three years of data supporting the existence of the problem. Additionally, measurable objectives should be identified to measure the effectiveness of the program.

Comprehensive Traffic Safety Programs (CTSP’s)
  • Comprehensive Traffic Safety Program grants address multiple traffic safety concerns within a county or community.
  • CTSP grants include numerous tasks and strategies involving enforcement, education and engineering
  • The potential grantee must provide a detailed Problem Identification section with extensive information about the community, data analysis, and creative solutions.
Seat Belts
  • The current seat belt usage rate in New Jersey is 90.23%.
  • The goal of the seat belt program is to continue to raise this usage rate in the years ahead and increase proper use of child restraints.
  • In the Southern Region, seat belt grant funding is distributed through the annual Click It or Ticket two-week enforcement mobilization.

Impaired Driving
  • The proportion of alcohol-related fatalities in New Jersey is 20.7%.
  • In the Southern Region, impaired driving enforcement grant funding is distributed through the Year-End and August/September “Drive Sober or Get Pulled Over” crackdowns..
  • Year-round, countywide sobriety checkpoint and DRE call-out grants will also be considered..
  • Contact the Regional Supervisor to be considered for the next “Drive Sober or Get Pulled Over funding cycle.
Pedestrian Safety
  • Because the proportion of pedestrian fatalities in New Jersey is 31% (well above the national average), pedestrian safety is a continuing priority.
  • The goal of the pedestrian safety program area is to lower the pedestrian fatality and injury crash rates.
  • In the Southern Region, municipalities that are statistically high for pedestrian injury crashes are eligible to apply for our Pedestrian Safety Grant.
  • The grant includes funding for overtime enforcement at pedestrian safety hot spots in the community and educational outreach throughout the community. Implementation of the Street Smart program.

Child Passenger Safety
  • Child passenger safety grants are concentrated at the regional or County level, focusing on consistently scheduled “stations” in lieu of roving checkpoints.
Mobilizations and Crackdowns
  • All police agencies in the South Region are expected to support statewide enforcement campaigns, whether funded or non-funded

Other Eligible Programs

Grant applications may also be submitted that utilize enforcement or education counter-measures to address other specific traffic safety issues including but not limited to:

  • Aggressive Driving
  • Bicycling Safety
  • Crash Investigation
  • Distractions
  • EMS Training – relating to crash response
  • Motorcycle Safety
  • School Bus/Pupil Transportation

For any of these program areas, potential grantees must utilize the SAGE (E-Grants) application and should plan to include a detailed Problem Identification section with 3 years of motor vehicle crash injury or property damage statistics, goals, objectives and strategies.
