Personalized Handgun Authorization Commission (PHAC)

The Personalized Handgun Authorization Commission (PHAC) was created by and implements Public Law 2019-164 (2C:58-2.7 et seq.).  Under the law, PHAC is creating a process by which a personalized handgun can be placed on New Jersey’s personalized handgun roster.  After there is a firearm on the roster, approved models must be available for purchase.  PHAC sits within the Department of Law and Public Safety and is composed of state officials’ designees and appointees of the Governor, in accordance with P.L. 2019-164.
